CDYHL RULES AND REGULATIONS
Revised October 24, 2006

I. LEAGUE FEES

Announcement of League Team Fees shall be made no later than the monthly league meeting, preceding the start of league play. League Team Fees are due and payable upon receipt of invoice. Failure to pay fees within 60 days shall result in the member team or association being assessed a fine of 20% of the original League Team Fee. Failure to pay League Team Fees within 90 days shall cause the member team or association loss of voting privileges at league meetings and an additional fine equal to 20% of the past due amount. Failure to pay League Team Fees by December 31st of the current playing season shall constitute loss of membership in the CDYHL, and all scheduled games for the offending associations season will be considered a 1-0 forfeit, whether played or not.

II. COMPETITION

In order to promote the development of players, to provide for a uniformity of competition and the expansion of youth hockey within the state, the number of competitive levels which teams will compete at are as follows:

A. Tier Play

Should CDYHL member associations not declare enough teams (4) to conduct Tier II play within the CDYHL, then all Tier II play will be conducted under the jurisdiction of CAHA and/or the CCYHL. Under such circumstances all team declarations for Tier II play shall be made directly to CAHA and/or the CCYHL. CDYHL teams selected as nonvoting members of CCYHL for one season are obligated to compete for the entire season. Associations whose teams fail to do so may be subject to CDYHL penalty.

In the event that four (4) CDYHL member associations declare Tier II then the CDYHL will conduct play at the Tier II level. In this event declarations by CDYHL member associations shall be made directly to CDYHL.

B. Competition Levels/ Team Registration

Within CDYHL competitive levels will be formed if at least 4 teams declare at a competitive level. With the exception of the Squirt age classification, the first (highest ) level of competition will be designated Tier II “AA” only. The Second competitive level shall be designated “A”. The third competitive level shall be designated “B”. A fourth Competitive level, “Novice/C” level will be created if a sufficient number of member associations elect to
enter teams at the “Novice/C” level. Local area “Novice/C” divisions of 4 or more teams will

be formed whenever possible. For the Squirt age classification, the first (highest) level of competition will be designated “B”, and the second competitive level shall be designated “C”.

C. Age Classifications

Play within the CDYHL will be conducted under the following age classifications:

18 & Under; 16 & Under; 14 & Under; 12 & Under; 10 & Under; 8 & Under


a member organization may field teams at any competitive level regardless of the number of players at the age level or number of teams registered at the age level providing the following guidelines are met:

with the exception of those age classifications at which CDYHL conducts Tier II/AA play, all associations must declare their first team as an “A” level team at the 12 & Under, 14 & Under 16 & Under and 17 & Under age divisions. Once they have at least one team at the “A” level, they may declare additional teams within the same age classification at whatever competition level they wish. Member organizations playing their first season of organized travel hockey under USA Hockey guidelines will not be required to meet this guideline until their second season of play. If a member organization elects to field two or more teams at either the “A” or the “B” level of play within the same age classification, the teams shall be based on an equal ability draft except at the 16 and 18 & Under age levels.

D. Team Declarations

All team declarations for all age levels and competition levels shall be declared no later than three (3) weeks prior to the Schedulers Meeting. Team declarations shall be made by member representatives at the September meeting. Requests to change team declarations shall be directed to the league representatives, through individual association representatives.

E. Petition Rights

Each member organization has the right to petition the league representatives no later than five days prior to the league game scheduling meeting to reassign a team to a lower or higher competitive level. The Member Representatives or ADC have the right to evaluate any team at any competitive level without being petitioned, to determine if the subject team should be reassigned to a higher or lower skill level. The Age Division Coordinator shall notify CDYHL Officers and the member representatives of the team’s organization of any evaluation and the results.

No reassignments will be considered after a team has played five (5) league games of the current season. In the event that a team is reassigned to a higher or lower level, all games on

their original schedule will be canceled, whether played of not, and will not count in the
League Standings for that division. A new schedule will be planned for the reassigned team with the teams within the division they have been reassigned to. the Age Division Coordinator will be responsible for ensuring that the new schedule is established and that all teams within both the old and new levels of play are informed of the teams reassignment.

The petitioning member organization or the organization that has a team being evaluated must provide the Age Division Coordinator with the following minimum information:

* Name of each player on the team
* Number or years each players has played organized ice hockey
* competitive level each player played at in previous seasons

It is the responsibility of the league representatives to maintain the competitive integrity of each age level within the league. The league representatives shall decide if reassigning a team to a lower or higher level will establish a competitive balance at the competition levels involved.

III. REGISTRATION

Individual

A player not previously registered with a CDYHL team or member organization may register with any member team or organization. It shall be required of each team or member organization to include on its individual player registration forms a notice of the league rules regarding transfer from one CDYHL member organization to another organization. Any organization failing to so notify its player participants at the time of registration shall forfeit all rights to protest or to contest any valid protest of player eligibility based upon organization.

Participants in hockey clinics, schools, summer programs, tryouts and tournament teams where team or organization registration is not mandatory, shall not constitute official team or organization registration.

Proof of age of all players must be maintained by the local program registrar and made available upon request by any CDYHL official.

All teams shall be properly registered with USA Hockey BEFORE the start of the League season and BEFORE playing any scrimmages in the preseason (consult CAHA’s Team Registration rules). Copies of Official Team Rosters must be sent to the appropriate ADC by the 4th week of play. Any teams that fail to do so will be fined.

IV. PLAYER TRANSFERS

Teams and member organizations shall strongly encourage players to register with the CDYHL team or organization whose rink is closest to the players full-time residence, in an effort to
develop and maintain competitive balance.

A letter from an authorized representative of the team or organization of which the player is currently a member clearly stating that such player has no outstanding financial obligations to his/her current team or association must be supplied to the new team or organization prior to transfers. All transfers shall be completed by the start of the current season as determined by the league. A copy of the letter must be sent to the ADC of the appropriate level.

V. MULTIPLE ROSTERING

Players shall be prohibited from being rostered on more than one (1) CDYHL team during the current season, except as noted in Section VI., Back-up Goaltending. Conditions under which a player may be permitted to be rostered on more than one (1) team during the current season shall be as follows:

Players who are members of an 18-U or 16-U CDYHL team shall be permitted to be rostered on a CHSAA or HPHL high school team

Any player who is rostered on a non-CDYHL team may also roster on a CDYHL team at the same or higher competitive designation.

A “Skater” from an “A” level team may roster as a goalie on a “B” level team, within their age division.

A “Skater” from a “B” level team may roster as a goalie on a “C” level team, within their age division.

Multiple rostering may occur for the purpose of non-league tournament play only if approved in writing prior to the rostering of the player by the Member association for which the player is regularly rostered.

VI. BACKUP GOALTENDING

A. It is recommended that all teams have two goal tenders on their official Player Roster (T-1). Goal tenders shall be permitted to be rostered on more than one (1) team within their organization for this purpose. In the event a team is unable to roster two regular goal tenders, the use of a “backup” is authorized according to the following rules:

1. The backup must be a rostered player of the same organization, listed on the official Player Roster (T-1), and must be clearly identified on the roster as the backup goal tender.

2. Use of the backup in any game is limited to only those situations in which the team’s regular goal tender is unable to participate in that game .


3. If a teams regular rostered goal tender is injured and unable to continue during a game and the backup goal tender is unavailable to complete the game, a period of no more that five (5) minutes will be allocated by the official to properly dress a replacement to complete the game.

B. The appropriate ADC shall have the authority to investigate the circumstances that require the use of a backup goal tender. In the event that the ADC determined that the backup was used in an effort to gain a competitive advantage, the ADC shall have the authority to invalidate a game in which the backup was used. The decision of the ADC shall be final an upon ratification by the League Officers not subject to appeal.

C. In the event that a team’s regular and backup goal tenders are unable to participate in a League Play-off game, the team coach or manager may request permission to use a replacement until either the regular or backup is able to participate. The decision of the ADC shall be final and upon ratification by League Official not subject to appeal.

D. The use of any backup who does not meet the rules and guidelines herein shall cause the game in question to be forfeited to the opposing team and shall cause the immediate suspension of the Head Coach.

Roster Guidelines for Back-up Goal tenders

The backup can be a regular goal tender for an A or B team in the same age classification. A AA team Goal tender cannot serve as a goal tender of an A or B team.

The backup can be a regular goal tender of any team in a lower age classification. The backup cannot be a regular goal tender or any other member of a team in a higher age classification.

VII. PLAYER MOVEMENT

A. No player movement, roster additions or deletions will be permitted after December 31st of the current league season.

B. A player listed on the roster of a “AA” team shall not be permitted to move to an “A” or “B” team in the same age classification once the player has participated in five (5) league games.

C. A player listed on the roster of an “A” team shall not be permitted to move to a “B” team in the same age classification once the player has participated in five (5) league games.

D. All player movement from a higher competitive level to a lower competitive level must be approved in advance by the appropriate ADC. All requests for such movement must be made in writing to the appropriate ADC from the President of the member organization and
must clearly state the reason for such request. The ADC shall have the authority to deny any requests if the ADC determines that such a move would upset the competitive balance of the division. The ADC’s decision shall be final and upon ratification by League Officials is not subject to appeal.

E. Participation in any league games involving an unapproved player movement shall result in a game forfeiture for the offending team.

F. Any player rostered on an “A” or “B” team may move to the roster of a “AA” or “A” team within the same age classification before December 31st of the current league season. No prior authorization is required.

The final approved official team roster shall be forwarded and postmarked by the member organization Registrar to the designated USA Hockey Affiliate Registrar by December 28th to ensure processing by the December 31st deadline.

VIII. INELIGIBLE PLAYER

Any league team using an ineligible player(s) shall forfeit all league games in which such player(s) participated. An ineligible player shall include one who is not properly registered with USA Hockey or not properly registered on a CDYHL member organization league team.

IX. PLAYER MOVE-UP

A. In cases of U-10 thru U-14 eligibility, players who have skills that enable them to dominate play at their natural age classification are to be strongly encouraged to move up to a higher classification so that their hockey skills will be better challenged by playing against higher level opponents. It is acknowledged that CDYHL member association may have their own criteria regarding player movement, but a player seeking to move up must be able to make the highest competitive team at the next age level that a member organization offers (Midget Minor A players may move to Major A if they are capable, even if their association offers Tier II play). Member teams or organizations shall make every reasonable effort to accommodate players who request to move up.

X. INJURED PLAYERS

A. In the event that a player is injured during a practice, game, or other sanctioned event and such injury results in the player being transported from the site of the injury by emergency medical personnel or otherwise seeking medical attention of the injury, the team manager shall be required to:

1. Report details of the incident to both the appropriate ADC and USA Hockey Associate Risk Manager within twenty-four (24) hours of the injury.


2. Complete and submit all required injury forms to USA Hockey’s Associate
Risk Manager.
B. The injured player shall not be permitted to return to active practice or play in any league program until the player presents a written statement of permission to return from a physician. The permission statement shall clearly state the player is fit to play ice hockey and is free to do so by a physician and be signed by the parent or guardian of the injured player.

C. The statement shall be received by the appropriate ADC before the injured player returns to active participation and kept on file. Permitting an injured player to return to active play before such written permission statement is received by the ADC shall cause any and all games in which the injured player participated to be forfeited.

D. The ADC shall have the authority to impose further disciplinary measures on the coach of the injured player for failure to comply with these policies.

XI. MATCH PENALTY, GAME MISCONDUCT AND SUSPENSIONS

THE CDYHL as a sanctioned league of the CAHA will abide by all rules adopted by CAHA regarding Match Penalties, Game Misconduct Penalties and Suspensions (see CAHA Annual Guide, Policies and Procedures, Section XXII SUSPENSIONS ). The CDYHL expects all Member Association teams and officials to be aware of and abide by all rules adopted by CAHA as well.

The purpose of the Discipline Committee, as formulated in the By-laws,is to review appeals that may arise due to the following rules and or to administer supplementary discipline per USA Hockey’s rules, for incidents that occur at league events. All suspensions imposed are for a minimum 30 days, unless noted otherwise or reduced by the Suspension Committee at an appeal hearing.

Grounds of appeal will only be considered on procedurals errors in the assessment of penalties.

The Discipline Committee does not have the authority to change the rulings of On-ice or Off-ice Officials.

Only the suspended party (and Parents if a player is suspended) may represent themselves at a Suspension Committee appeals hearing. A representative of the player or team official’s association may attend or present information pertinent to the infraction, at the request of the committee.

The appropriate ADC shall immediately notify the league President of any of the following violations.

A. Any player who receives a third Game Misconduct in the same season, including all scrimmages, league and tournament games (no matter where and when played) shall be
suspended until a hearing is held by the Suspension Committee or 30 days whichever occurs first. At such hearing the Suspension Committee may impose further sanctions up to and including removal from League play.

B. Any team official who receives a third Game Misconduct in the same season including all scrimmages, league and tournament games no matter where or when played shall be suspended until a hearing is held by the Suspension Committee or 30 days, which ever comes first.

C. Any player or team official suspended under these rules shall be required to petition the League Board of Member Representatives for reinstatement.

D. Any team or member association that permits a suspended player or team official to return in any active capacity be fore reinstatement shall be subject to disciplinary measures determined by the Board of Member Representatives.

E. Game Misconduct and/or Match penalties incurred before, during, or after any scrimmage, league game or tournament game by a player, coach and or team official shall be reported by the team manager to the appropriate ADC within twenty-four (24) hours upon the ending time of the game and or prior to the start of the next scheduled game or scrimmage which ever occurs first. The ADC will report all Game Misconduct and Match Penalties to the CAHA Secretary within twenty-four (24) hours of notification by a team official. The required information from the team manager shall be reported in the stated order:

Name and title of the person reporting
Date and time of report
Date and time of game
Location of game
League game number, if applicable
Competitive level
Name of team and organization (not nickname)
Name and jersey number of player, name of Coach or Team official involved
Type of Game Misconduct or Major Penalty incurred

F. A copy of the score sheet indicating the penalty shall be mailed and postmarked within two days of the game date or within two days upon return from out of state by the Head Coach or Team Manager of the team(s) involved to the appropriate ADC. Failure to comply shall result in immediate suspension of the Head Coach until compliance is met.

G. All ADC’s shall submit a monthly report via e-mail of all Game Misconduct and Match Penalties incurred within each competitive level of their division during the current league season to the President of the league, two (2) days prior to the monthly league meeting.

Each Member Association of the CDYHL is strongly encouraged to have their own committee or rules that deal with suspensions and to handle them in-house for matters regarding only their
association.

XII. UNIFORMS

It shall be mandatory that all A, B and C level teams participating in league games have separate Home and Visitor jerseys. The Home jersey shall be light/white and the Visitor jersey shall be dark in color.

XIII. GAME SCHEDULING

A. League Member Representatives shall have the authority to determine the season dates, length of season, number of games per competitive division and the method by which games are originally scheduled for all competitive levels.

B. The League Schedule when published is considered a commitment by the member teams and organizations to make every reasonable effort to play the entire schedule.

C. The CDYHL will permit teams to reschedule games by mutual consent of both managers. Both managers must send an e-mail confirming their agreement to the game change to the appropriate ADC. A team or association may not change a scheduled game, as posted on the web site, without the consent of the opposing team. A team attempting to do so risks having the game declared a forfeit loss by league officials

D. Games listed on the League web site under “Schedule” shall be reviewed by each member team or association to insure that the schedule is accurate. The schedule as posted on the League Web site shall be considered to be the schedule of record in all disputes. It is the responsibility of association schedulers to maintain its accuracy. Discrepancies must be reported to the League Scheduler within seven (7) days after it is posted on the web site.

Changes to the schedule, after it is posted, must be noted in the “Pad” column.


E. If an unavoidable delay (resulting from weather or transportation problems) occurs, the opposing team head coach, the ADC and the League Scheduler shall be notified immediately (The League Scheduler and the appropriate ADC have final determination of weather or transportation problems). Rescheduling of the same game shall be permitted only with the agreement of the Head Coaches and Schedulers of the respective teams and reported to the League Scheduler. The League Scheduler shall notify the appropriate ADC. NO GAME CHANGE WILL BE ACCEPTED UNTIL THE GAME RESCHEDULING NOTIFICATION FORM HAS BEEN COMPLETED!

F. A SHORTAGE OF PLAYERS IS NOT AN ADEQUATE REASON TO RESCHEDULE A GAME.


G. If any team does not appear for a scheduled league game and there is not a weather or transportation problem, such game shall be declared a forfeit for the offending team and the game shall be recorded as a 0-1 loss for that team.

H. A member team which fails to appear for reasons other than weather or transportation problems shall be liable to pay a fine, to the other team or association, equal to triple the cost of the game officials and the cost of the ice for the scheduled game. Payment shall be required regardless of whether a game is later rescheduled and shall be paid within thirty (30) days. Teams with outstanding fines will not be eligible for the league play-offs.


XIV. GAME OFFICIALS

A. The home team shall provide at least two (2) officials for all regular season games.
Tier II games if scheduled shall be officiated by three (3) officials.

B. If for any reason the scheduled officials do not show up for a scheduled game, the coaches shall attempt to reach a mutually satisfactory agreement as defined in section C below. Such agreement shall be noted on the original copy of the score sheet and no protest shall be lodged because there was no certified official(s). In the event no arrangement is agree upon, the game must be rescheduled by the home team.

C. Officials shall not consent to officiate league games in which blood relatives or members of their household are participating as players or coaches. Should a situation arise whereby an official must officiate due to extremely unusual circumstances, and said official is a blood relative or household member of a game participant, he/she must complete the following requirements before the start of the game:

Report the the nature of the relationship to the other game officials and coaches of each team

Secure approval of both coaches in writing on the game score sheet that they both agree to utilize said official for the game. If no approval is obtained, the game must be rescheduled.

D The Home team (determined by arena) is responsible for providing Timekeeper and Scorekeeper. Teams are responsible for providing their own penalty box attendant.
 


XV. LENGTH OF GAMES

A. Game times for all league play will be based on the following schedule.

1. A five (5) minute warm up, then;

CLOCK CLASSIFICATION DIVISION TIME 3 period/game

B. Each member association shall allocate the minimum time slots for each league game per the following guidelines:

18-Under and 16-Under AA 1 1/2 hr minimum (1 3/4 hr recommended)
18-Under and 16-Under A 1 1/4 hr minimum (1 1/2 hr recommended)
14-Under AA 1 1/4 hr minimum (1 1/2 hr recommended)
14-Under A and B 1 hour minimum
12-Under AA 1 1/4 hr minimum (1 1/2 hr recommended)
12-Under A and B 1 hour minimum
10-Under B and C 1 hour minimum

C. NO OVERTIME shall be played in league games

D. Curfew rules for league games (excluding AA games):

1. Games required to be played under a curfew due to facility scheduling constraints

will require that the Off-ice Officials must inform both Head Coaches and Game Referee before the start of the game that there is a curfew time for the game. Both coaches shall acknowledge said curfew by initialing the game score sheet prior to the start of the game.

2. At the end do the second period, the Off-ice Officials shall determine the time remaining until the curfew. If the actual time remaining until the curfew is 25 minutes of more then the third period shall proceed under its regularly prescribed stop time as outlined in Section B. above. If the actual time remaining is less than 25 minutes, then the third period shall consist of 50% of the remaining time before curfew, under a stop
clock. For example, if 18 minutes remain before the curfew, then the third period shall be 9 minutes stopped time. In no event shall the game be extended beyond the curfew time. At no time in the third period will running time be used. The Off-ice Officials shall inform the Referee of how the clock will be run during the third period.


XVI. SCORE SHEETS (revised October 24, 2006)

The  Home team (as defined by the arena) is responsible for providing score sheets and game pucks.  Score sheets must be filled out correctly.  The basic information must be clearly readable or it may not be used to meet the 10/20 rule for State and or District Playoffs. 

  1. Game # - All sanctioned League games must have a unique game number.
  1. Date – The month, day and year must be legible.
  1. Curfew Time – Must be written on the Score sheet and initialed by the visiting head coach.
  1. Teams – The area for player names is 2” * 4” which is a standard mailing label size.  If labels are used in the area designated for Player Names, then the team manager or coach must mark through on each copy any players who are not playing in that game.  Label sizes must be restricted to the designated area allowed for listing the Players, Coaches and Team Manager and must not impede any other area designated for information entry on the Score sheet.
  1. CEP and Roster Verification – USA Hockey has changed rule 506 (a) that specifies the responsibility of the Official Scorer to verify the necessary CEP information, for each team official on the official Score sheet prior to the start of the game.  They also redefined the term team official and allow only USA Hockey registered coaches on the bench.  This means every team official must be registered with USA Hockey and certified at the proper coaching level. 
    1. The CEP level and year received may be included on pre-printed team roster labels.
    2. Each coach on the bench must sign the Score sheet and not just the head coach.  If the coach’s CEP level and Year received are not on the pre-printed team roster label, the information must be clearly written.
    3. The Official scorer will notify the referees of any team official that does not have the necessary CEP information.
  1. Time – Use clock times for all time entries.  Do Not use time remaining.
  1. Game Misconducts – If a player or coach is serving a Game misconduct, write his/her name and the words “Serving game misconduct for mm/dd/yy”, along with his/her jersey number (player only) in this area.  Cross out the player’s name, as they cannot count this game towards the 10/20 rule for State and /or District playoffs.
  1. Official signatures – the official scorer and referee must sign the Score sheet.
  1. In games involving teams that are not members of any sanctioned league, or the game was not part of a sanctioned tournament; the Score sheet must be forwarded immediately to the CAHA Secretary.  The home team manager must report the occurrence to the appropriate CAHA Vice President for review.

 Score sheet Distribution:

  1. The home team association will maintain the white copy of all Score sheets unless a game misconduct, gross misconduct or match penalty was accessed or served.  Associations are required to maintain the white copy of all Score sheets until the end of the current season so they are available upon request by the CAHA Disciplinary Committee and/or the CAHA Secretary.
  2. The home team manager is responsible for providing their Association a copy of the Score sheet (front and back) and forwarding the white copy to the CAHA Secretary within 5 days of the game date if there is a game misconduct, gross misconduct, match penalty or if a game misconduct is being served.   The new CAHA address is:

  1. The green copy is to be sent to the appropriate ADC.
  2. Yellow and pink copies are for the home and visitor teams.
  3. Orange copy is for the referee.  If referees do not want the orange copy, the home team may dispose of this copy.  Do not send the orange copy to CAHA.



XVII. LEAGUE STANDINGS

A. The league standings are calculated for each competitive level by the respective ADC’s and will be posted as soon as they receive official score sheets from games. If official (Green copies) of the score sheets are not legible and sent to the ADC’s, STANDINGS AND STATISTICS CANNOT BE CALCULATED!

B. Faxes or copies of the score sheets shall not be acceptable as an official record of a CDYHL game.

C. The league standings shall be determined on the basis of two (2) points for a win, one (1) point for a tie and zero (0) points for a loss.

XVIII. AFTER GAME PROCEDURE

In the interest of promoting, demonstrating and ensuring good sportsmanship, good citizenship
and in an effort to adopt uniform game procedures, the following procedure shall be followed after each league game:

1. All players of both teams shall return immediately to their respective bench area as quickly as possible after the buzzer sounds to signal the end of the each period.

2. At the end of the game, all players and coaches shall line up single file extending back from each teams respective blue line facing the opposing team across center ice.

3. Each team shall proceed towards the other in an orderly manner. Each player and coach will shake hands with opposing players and coaches in a sportsmanlike
manner. Each team shall proceed to their bench area on completion of the handshake.

4. The visiting team shall proceed first to their locker room. When the ice is clear of all players from the visiting team, the Home team shall proceed directly to their locker room.

5. Any player or coach who fails to proceed through the handshake line and or leave the ice in a sportsmanlike and orderly manner, or who fails to shake the hand of each player and coach of the opposing team, or causes an altercation whatsoever before, during or after the handshake or exit procedure or otherwise disrupts the procedure shall immediately be assessed a Game misconduct penalty by the game official or League official who witnesses the incident.

6. Any Coach who directs his team to leave the ice without following the above after game procedure will be suspended for his teams next three (3) games.

XIX. PROTESTS

RULE INTERPRETATIONS OF GAME OFFICIALS ARE NOT A PROPER MATTER FOR PROTEST.

Game protests shall be considered ONLY for the following claims:

A. Curfew games. Curfew games in which all necessary acknowledgments have not been properly recorded on the score sheet as provided in Article XV. section D herein AND in which curfew was exercised shall be deemed a 1-0 loss for the home team. Notification of protest by the protesting party must be forwarded to the appropriate ADC in writing via fax or e-mail within in 48 hours of the completion of the subject game.

B. Ineligible (age, multiple rostered) or misrepresented players. Notification of protest by
the protesting party must be forwarded to the appropriate ADC in writing via fax or e-mail within 48 hours of the completion of the subject game.

C. A $50.00 fee must accompany the protest, made in check form to CDYHL. this protest fee will be refunded to the team if the protest is granted in favor.


XX. PLAY-OFF ELIGIBILITY FOR INDIVIDUAL PLAYERS

A. Individual players must participate in at least one half of their teams scheduled games to be eligible to participate in league play-offs. Case by case exceptions to this rule may be petitioned to the appropriate ADC.


XXI LEAGUE PLAY-OFFS

Each year the league officials determine the league play-off format. There may be more than one (1) subdivision at a competition level. If so preliminary play-offs shall be considered. The league officials shall determine the league play-off format in order to maximize the number of teams involved, with ratification by a vote of the member representatives of each association by the November league meeting of the current playing season.

If the number of play-off teams is not expanded beyond four (4), the Play-off procedure will be as follows.

A. The ADC for each age classification shall be the Play-off Tournament Official. The ADC may at his/her option appoint an individual to perform or assist with these functions.

B. The Play-off Tournament Official shall handle all disputes and protests. His/her decisions shall be final. The Play-off Tournament Official shall inform the referees of any obscene, profane, abusive actions or language used by a player or team official. The referee

will assess the player a Misconduct or Game Misconduct Penalty. A team official will be assessed a Bench minor or a Game Misconduct penalty for similar inappropriate behavior.

C. Upon completion of the League Schedule, the teams in each division shall be ranked by total points earned. If multiple teams are tied for a position, the following shall take place:

1. Any tie for first through fourth place shall be decided by head to head competition in league play. If still tied, the goal differential (goals for less goals against) in head to head league play between the two tied teams shall determine the higher seed. If still tied, the teams with the fewest penalty minutes in league play shall be declared the higher seed.

2. If there are three or more teams tied for a position, the team with the highest winning percentage shall be declared the higher seed. If still tied, the next tie breaker will be fewest penalty minutes during league play.

D. Upon completion of the league schedule, and the tie breakers listed above, the 1st through 4th place teams shall qualify to advance to the league play-offs. TEAMS FROM ASSOCIATIONS NOT IN GOOD STANDING WITH CAHA OR CDYHL MAY BE DENIED PARTICIPATION IN THE CDYHL PLAY-OFFS

E. The League representatives shall determine an appropriate Play-off Entry Fee. Each team which qualifies for the league play-offs shall be required to submit the fee to the
respective ADC along with the necessary USA Hockey registration forms and proof of Coaches CEP no later than 30 minutes before their 1st play-off game. COACHES WITHOUT THE PROPER CEP LEVEL WILL NOT BE ALLOWED ON THE BENCH DURING PLAY-OFF GAMES.

F. Regular league times will be used for all play-off games at the A, B and C levels of play. At the end of regulation time if the score is tied, the following shall take place.

1. Teams shall not change ends.

2. A two (2) minute rest period will be allowed after which the game will resume on a 4 on 4, ten (10) minute stop time sudden death overtime basis. Any overtime period shall be considered part of the game and all unexpired penalties shall remain in force, therefore a penalized team at the end of regulation play would page 15

start the overtime with only three (3) skaters.

3. If the game remains tied at the end of the first overtime, the head coaches will select five (5) players in a designated order to compete in a shoot out. The referees will alternate shooters from each team until all ten players have had a chance to shoot or one team does not have a chance to win with their remaining players. The team with the greater number of goals will be the winner.

4. If the game remains tied after the above group of skaters has had one shot on goal,
the head coaches will continue to select alternating skaters to shoot until one team achieves a goal advantage, and is declared the winner No player on a team shall be allowed to have a second shot until all players on his team have had their first attempted shot.

5. If either team declines to play in the necessary overtime period or shoot out, the game shall be declared a loss for that team.


6. League play-off games will be officiated with a three man crew for Midget Major and Minor games. Three man crew is desirable for all lower levels but
two man crew will be acceptable if necessary. Two man crews should be adults.

G. The CDYHL will designate the winner of its League Play-off Tournament as it’s #1 representative to the CAHA sponsored State Championships for House/Rec. If CAHA takes more that one team for m the CDYHL for the State Championships, the Member Representatives will designate the second team to be selected.

XXII. REPORTING TIMES AND LOCKER ROOMS

A. All team members and coaches must be present no less than 45 minutes before the scheduled start of their game. The Tournament official reserves the right to start any game 10 minutes before the posted game time if he/she decides it is in the best interest of running the tournament.

B. Score sheets for the game must be filled out by team managers no less than 30 minutes before the scheduled start time of the game.


C. Locker rooms shall be available for all teams. If a rink has only two dressing rooms, the teams playing a game shall remain on the players bench at the conclusion of their game until the teams playing the next game come on to the ice.

D. Only persons listed on the USA Hockey Official Player Roster as , coaches,

players and team managers shall be allowed in the walkways of aisles leading to locker rooms, referee dressing rooms, team benches or in the locker room of any team.

E. Teams and organizations hosting play-off games shall post signs to this effect, erect barriers and provide a gate guard for the enforcement of this rule. Violators of this rule may be ejected from the arena.

XXIII. AWARDS

A. A team trophy will be awarded to all teams in each division of the league play-offs.

B. The league representatives will decide before the play-offs if individual awards will be presented to all participants.
